About The Company
John E. O’Donnell, Jr. started our company in 1961. For over 60 years, we have provided municipal consulting services, specializing in Real Estate Tax Assessing, Real Estate Tax Equalization (Revaluation) Programs, and Tax Mapping Services. Originally based in Auburn, Maine, our office has been in New Gloucester, Maine for the last 25 years.
In the early years, the firm’s focus was on mapping. We completed over 125 original tax mapping projects in New England. Several towns have used our annual tax map revisions for 56 years.
In 1978, we expanded our services to include contract tax assessing for Maine municipalities. In 1994, we launched our own Computer Assisted Mass Appraisal (CAMA) software that tracks changes in Maine property tax law. Almost 40 towns use our CAMA & we provide assessing services to 38 towns.

At age 103 (in September 2023), John “Jack” O’Donnell has lived through a lot of history. He has great stories about his introduction to the northern Maine woods as a forester in the early 1950’s, and surveying the eastern-most miles of US Highway Route One as it was extended to Eastport mid-century. Jack is still a fantastic resource for information on surveying, tax mapping and municipal government.
Jack combined an undergraduate degree from Dartmouth College (Class of 1943), WWII assignments at the Pentagon & Davis-Monthan Air Force Base in Tucson AZ, among other places, with a Master’s Degree in Forestry from Yale in 1948, before working on timberland management in the North Woods. By 1957, Jack was the Manager of the Mapping & Aerial Photography Department at Wright & Pierce, Topsham, Maine.
Jack is a Charter Member of the Maine Society of Land Surveyors, who awarded him a Life Membership in 1992.
Jack managed O’Donnell & Associates from its inception in 1961 until 1990, when he handed over day to day operations to John E. O’Donnell III. After an extended semi-retirement, Jack officially retired in 2003.
